Is USDC regulated in Europe?
Circle announced in July 2024 that it had obtained an Electronic Money Institution licence from France's ACPR, allowing USDC and EURC to be issued in the EU under MiCA obligations. Circle later stated that Circle France was authorized to provide custody and transfer services for USDC and EURC across the EEA.
How is USDC backed?
Circle states that USDC is backed by U.S. dollar-denominated reserve assets and redeemable 1:1 for U.S. dollars. The Circle Reserve Fund can hold cash, short-dated U.S. Treasuries and overnight U.S. Treasury repurchase agreements, with BlackRock reporting on the portfolio.
