Stablecoin governance is the framework of authority, decision rights, controls, and accountability used to operate and change a stablecoin arrangement.
Governance covers decisions about reserve policies, eligible collateral, redemption terms, risk limits, software upgrades, emergency actions, service providers, disclosures, and compliance. In company-issued stablecoins, governance is usually exercised through corporate management and regulated entities. Protocol-based systems can allocate some decisions to token holders, committees, delegates, or multisignature signers. Formal decentralization does not guarantee that influence is widely distributed in practice.
Governance describes who can make and implement decisions. Stablecoin regulation describes the external legal and supervisory requirements applied to the arrangement.
Governance determines how quickly risks can be addressed and who is accountable when reserve, operational, or protocol problems arise.
A protocol may require governance approval to add a new collateral type or change the liquidation threshold.
